Function is_combining_mark 

pub fn is_combining_mark(c: char) -> bool

Whether c is a combining mark (U+0300 to U+036F). A cell draws one beside its letter, not over it, so text needs the accented letter as one character instead (é, U+00E9), and an atlas never keeps one.
